Yes, while nobody has booked it.

• Boost pay adds to the current rate, up to your cap.
• Raise your cap is offered once your rate has reached its cap. It lifts the most it can be; the rate itself stays where it is until it needs to rise.

Both need the Set rates and budgets switch, and a raise must fit within any spending limit you have.
